Winnipeg permits different forms of secondary suite under different zoning conditions. The City says only one attached or detached secondary suite is permitted on a single-family property. A development permit and building permit are required before construction; the zoning screen alone does not authorize work.

Attached suites

The City describes an attached suite as self-contained living space within or added to a single-family home, with a separate entrance. Its page says attached suites may be permitted in districts that allow single-family dwellings, listing A, RR5, RR2, R1, R2, RMF, RMU, and C1. A project that does not comply with the zoning by-law may need conditional-use approval or a variance. Confirm the parcel’s actual district through the City’s zoning information service.

Detached suites

A detached suite may be a separate building or be above or attached to a detached garage. Winnipeg’s current guidance limits this form to R1 and R2 districts with a single-family dwelling. It sets a minimum lot area of 325 m² (3,500 sq ft) and requires the suite to be behind the principal building in the rear yard. Other detailed placement, size, height, parking, and design standards also apply, so meeting the minimum area does not establish that a site can accommodate the proposal.

Confirm the parcel and the route

The City’s page directs owners to confirm their zoning district and notes that a detached suite outside the by-law may require conditional-use approval and possibly a variance. Those processes do not guarantee approval. Verify the current Winnipeg Zoning By-law, lot area, primary dwelling type, and site conditions with Zoning and Permits. A building permit, code review, and utility approval are separate from the zoning result.

Do not apply Winnipeg’s 325 m² threshold, district list, or suite definition in another Manitoba municipality. For a general comparison, see lot and unit-count checks and project-form eligibility.
