The City of Orlando publishes an incentive for qualifying ADU projects within Orlando city limits. The City’s program page describes a build-out rebate of up to $10,000, a 100% rebate for specified park, transportation, and sewer impact fees, and a 100% rebate for building-permit fees. These are program benefits, not proof that every project receives an award or that all other costs are waived.

Published rent condition

The page says an eligible ADU must be rented to a resident whose income is at or below 120% of area median income for 12 of the first 24 months after the homeowner receives the certificate of occupancy. It says this lease requirement may be waived when the resident is age 62 or older. This is a condition of the incentive; it should not be read as a general Orlando rental rule.

The page directs applicants to submit the program application by email to the City’s Housing Initiative Manager. It does not state remaining funds, current award timing, or whether intake is open for a particular project. Confirm the current application, agreement, and available budget with the City before relying on a rebate.

Check the site before applying

The City’s published checklist includes limits and conditions that require parcel-specific confirmation. It describes a 500-square-foot combined cap for the ADU and new driveway, patio, or walkway area, and a maximum 55% impervious-surface ratio for existing and proposed structures and paved areas. It also calls for checks involving flood zones, water and wetland setbacks, dedicated easements, utility meters and easements, applicable structure setbacks, and drainage patterns.

These items are a screening list, not a determination that a site complies. Confirm jurisdiction, measurements, maps, utility service, permits, and all current program criteria with the City and relevant providers. A rebate does not replace zoning, building, flood, drainage, utility, inspection, or occupancy approvals.
