Sacramento’s development-process presentation says the City began waiving a US$117 fee for an optional ADU zoning review on July 1, 2026. The described review checks Planning and Development Code compliance before a homeowner completes the design. It is an early review service, not a building-permit fee waiver or approval guarantee.
The same City presentation says its free Shelf Ready ADU Plans were updated in December 2025 to provide more flexibility and support project delivery. A City design can help a homeowner start planning, but the cited material does not establish that any plan fits a particular parcel or eliminates the ordinary permit, code, utility, inspection, and occupancy steps.
Confirm the current review and plan
The presentation does not state the waiver’s end date or all eligibility requirements. It also does not publish a parcel-specific zoning decision, list the currently available plan files, or explain every site-adaptation limit. Before relying on the waived fee or a specific design, ask Sacramento whether the service is still available, what application types qualify, how the review relates to the later permit review, and which plan version is current.
The fee waiver should not be treated as a reduction to development impact fees, utility connection charges, or a private construction quote. Keep those costs separate in the project budget and confirm the applicable amounts with each authority or provider.
For comparisons with other public design and fee-support programs, see the fee-waiver and assistance guide and the guide to development and utility charges.
