Oakland publishes separate planning and building review measures for ADUs. The City says its listed application processing and issuance timelines are based on complete applications and business days, Monday through Friday. The figures are general planning guidance, not exact promises; complexity, corrections, and reassignment after an incomplete response can affect the actual route.

Start with planning review

Oakland’s ADU planning row lists a range of 10 to 20 days from low to high complexity. The listed application uses an online submission, a Zoning Worksheet, and project-requirement checks. This planning measure is distinct from the later building-permit review. Confirm whether the parcel needs a planning approval before applying for the building permit, since the City says ADUs and other listed projects require Planning approval before building application intake can be approved.

Select the correct building-review class

For a residential one- or two-unit project using Oakland Planning & Building Department preapproved ADU plans, the City lists a 10-day Engineer-of-the-Day review. The special measure is limited to those City plans. For a regular residential addition, alteration, or new ADU, the listed building-processing measure is 21 days. These are separate review classes; a preapproval from another source does not qualify automatically for Oakland’s 10-day route.

The page’s general note says the measures use complete applications and business days Monday through Friday. It does not combine the separate planning and building stages into one end-to-end duration. Planning review, building plan check, final check, permit issuance, any other agency review, and corrections may affect the full process.

Keep the application moving

Use Oakland’s online permit center and current worksheets, plans, and project requirements. A complete application matters: documents submitted in response to an incomplete notice require reassignment under the City’s general guidance. Track the application status and provide a coordinated response to comments.

Confirm the current application class, required planning approval, completeness status, and whether a City preapproved plan route is available for the project. For a cross-authority comparison that preserves each clock’s limits, see official ADU permit timeline measures.
