Charlotte’s Queen City ADU Program provided forgivable, interest-free financing for homeowners who agreed to rent an ADU to income-qualified tenants. The current City page says applications closed on October 31, 2025 and are not being accepted. Its interest form is for updates if additional funding becomes available; it is not an application or reservation.

Published terms from the program packet

The City’s information packet describes financing of up to US$80,000 or 50% of project costs, whichever is less, with a 50% owner match. The program supported qualifying ADU construction and tied forgiveness to an affordability commitment of up to eight years. The packet lists an 80% AMI tenant-income ceiling, rent limits tied to 70% AMI studio Fair Market Rent, and annual compliance documents. It describes annual forgiveness of US$10,000, or up to US$15,000 for tenants referred through specified City or partner programs.

These are terms from the published program materials. They do not establish current intake, a pending award, remaining funds, an address-specific zoning result, or a future funding round. Ask Charlotte to confirm any later program notice and whether the interest form remains the current update route.

Keep historical terms separate from current availability

The City says the program is optional and separate from the process for building an ADU in Charlotte. Its current page identifies the application closure and says it will use the interest form to share information about future availability. Do not include the historic loan maximum in a current project budget unless the City publishes a new application round and confirms eligibility.
