Pinole’s ADU Concierge page describes fee reductions for applications under the City’s Amnesty ADU/JADU pathway. The discount applies only to the amnesty ADU or JADU permit-application fee. It is not a general fee waiver for a new unit and does not cover separate sewer, building, or other permits.
Check the affordability and income routes
The City describes a 50% reduction for a moderate-income unit and a 100% reduction for a low-income unit when the owner accepts a minimum five-year affordable-rent restriction. Pinole requires an affordability covenant and annual third-party rent monitoring. The page defines affordable rent as no more than 30% of monthly income and refers to income limits updated by California HCD.
The page also describes a separate 50% discount for qualifying moderate- or lower-income homeowners who do not use the affordable-rent route. A qualifying homeowner reduction may be combined with an affordability reduction up to a full waiver of the amnesty application fee. Confirm the current fee amount, income limit, and calculation with the City; the source does not provide a parcel-specific quote.
Confirm eligibility before planning around a discount
The amnesty pathway concerns existing unpermitted ADUs and JADUs. A reduced application fee does not ensure that a unit can meet current code, receive a permit, obtain required sewer service, or qualify for occupancy. Ask Pinole whether applications are currently being accepted, whether the property and existing unit fit the amnesty process, which covenant applies, and how the discount or refund is processed.
Keep other permit and utility costs separate from the reduced amnesty application fee. For other local fee and technical-support examples, see the ADU fee-waiver and assistance guide; for rent, income, and continuing-use conditions, see the funding-conditions guide.
