Whitby offers eligible property owners a one-time reimbursement for selected fees associated with an ADU. It is not an upfront waiver: the owner must pay applicable Town fees and charges before applying for the reimbursement. The program is funded through the Housing Accelerator Fund and the Town says it is available until December 31, 2026.
Check the application and permit dates
The registered owner must have a residential property in Whitby, receive an ADU building permit issued on or after April 1, 2024, and submit a complete building-permit application on or before December 31, 2026. The Town recommends submitting at least two weeks before the deadline so that the application can be deemed complete on time. If a minor variance is required, its decision must be final and binding when the permit application is complete.
After the permit and fee payments, all registered owners must sign and return the Town’s Additional Dwelling Unit Incentive Agreement by March 31, 2027. Eligible reimbursements may include the ADU building-permit fee, registration inspection fee, curb-cut fee, below-grade entrance fee, and education development charges for detached ADUs. Minor-variance fees are excluded. Ask Whitby which rows and amounts apply to the project.
Complete the final registration
The ADU must be registered with Whitby By-Law Services by March 31, 2027. If it is not registered by that date, the Town says the owner must repay the incentive by April 30, 2027. The program page says there are no extensions, so schedule final inspections and any corrections early enough to complete registration.
This reimbursement does not replace planning permission, building approval, inspection, or occupancy requirements. For other kinds of public fee relief, see the fee-waiver and assistance guide and the broader grants and programs guide.
