Irvine’s City page describes an online package for new ADU and JADU construction. The list is useful for organizing an application, but the current downloadable forms and project-specific instructions control. Some materials are required only when they apply to the site or project.
Assemble the listed application materials
Irvine lists a completed Residential ADU application and ADU Verification Form, building plans and calculations, and construction documents. The package also includes a site-plan development-standards checklist; a hold-harmless affidavit; owner and applicant affidavits; a developer-deposit case setup form; school-fee determination and transportation-agency forms; and an address application.
The City also instructs applicants to provide a notarized covenant for recording with Orange County when notified by the case planner. Do not record it early unless the current City instructions direct you to do so. Verify the current forms, signatures, plan content, and which supporting documents apply before uploading.
Upload, complete the screen, then pay
Submit the package online through IrvineReady!. The City says its initial completeness review takes approximately two business days. Staff will notify the applicant if information is missing. This is a completeness check, not a substantive plan review or a two-day permit approval.
After the completeness step, the City emails a payment link. Processing for review follows receipt of payment. Irvine’s ADU page does not give a substantive plan-review or permit-issuance duration. Track the portal and email for a fee request, missing-document notice, review comments, or additional requirements, and respond using the current instructions.
Confirm the checklist, applicable fees, address requirements, and later review stages with Irvine for the particular project. For a broader way to track separate application and review clocks, see how to compare official permit timeline measures.
