Kingston lists five incentives for creating Additional Residential Units (ARUs): detached-unit, interior-unit, accessibility, rough-in, and water-service-constraint support. The City says applications are currently being placed on a waitlist. A waitlist does not guarantee funding, and Kingston says only projects with a building permit issued by December 1, 2026 will be considered under the program timeline.

The detached-unit incentive is a forgivable loan of up to 50% of project cost or C$40,000, whichever is less. The interior-unit incentive is up to 50% of project cost or C$30,000, whichever is less. For both, the City says payment follows occupancy, and the loan is forgiven when the owner complies with the program terms for five years.
The accessibility ARU grant adds C$5,000 for a unit meeting the City’s accessibility criteria. The City describes no continuing term for this grant and says it can be combined with a detached or interior incentive or used independently. A C$5,000 rough-in grant supports specified plumbing work but is not stackable with the base incentive. A separate service-constraint stream can support eligible water-service upgrades in designated areas, subject to its own cost share and cap. Confirm the current application guide for the exact combinations and site conditions.
Apply with the funding status in mind
The City describes first-come, first-served review while funding is available. Its current page reports that applications are now waitlisted and warns that placement does not reserve money. Ask Kingston whether the building-permit deadline, waitlist, or any program terms have changed before including a grant in a financing plan.
Funding does not establish zoning approval, building-code compliance, occupancy, or water-service capacity. The rough-in or service-constraint stream does not replace the utility’s project-specific review.
